The debate so far
Since May 2026 the Senedd has debated the Plaid Cymru Government's plan for universal funded childcare. Reform UK used its 10 June debate to press for full costings and a timetable. Labour and others have asked about the future of Flying Start. Workforce capacity, flexibility and Welsh-medium provision have also been raised.
The main arguments
- Plaid Cymru Members, including Deputy First Minister Sioned Williams, argue universal childcare cuts child poverty, helps parents, especially mothers, into work and benefits children's development. Sarah Rees and Kiera Marshall made the case from personal and campaign experience.
- Reform UK's Dan Thomas, Labour's Lynne Neagle and others asked for full costings and a timetable. Neagle cited an Institute for Fiscal Studies estimate of about £400 million a year. Ministers replied with £55 million for a first phase and a £375 million midpoint.
