What discussions will the Cabinet Secretary have with the UK Government about how the publication of HM Inspectorate of Probation’s Annual Report 2025: Serious Further Offences (SFO), which notes that 53 per cent of SFO reviewed required improvement, relates to SFO cases in Wales?
