What discussions has the Cabinet Secretary had with Transport for Wales about adding a concession for free bus travel for refugees, migrants and asylum seekers as a replacement to the Welcome Ticket?

Based on assessment carried out by Transport for Wales and Welsh Government, no such scheme will be introduced as it could not be delivered safely, sustainably, or within available budgets.
