Will the Cabinet Secretary confirm whether changes to the definition of “dwellinghouse” in the 2026 permitted development legislation were intended to exclude flats from rights for solar panels and heat pumps, and what action will be taken to resolve inconsistencies in Part G, which continues to refer to flats?

Thank you for drawing this matter to my attention. I have asked officials to review the relevant legislation, which pre-dates the current government, as a matter of urgency.
