Plaid Cymru Debate - Barnett formula
Plaid Cymru's Heledd Fychan asked the Senedd to back reform of Wales's funding and to call on the UK Government to end the Barnett formula (the way Wales's block grant is set). Welsh Labour changed the call to a needs-based system run by an independent body. The Senedd agreed the motion as amended.
- Motion without amendment
Plaid Cymru's original motion, as written, calling for reform of Wales's funding and an end to the Barnett formula in favour of funding based on need.

How this theme is tagged
This is keyword matching. It can miss contributions that discuss the subject in other words, and it can tag a passing mention.
Show the phrases it uses
A contribution is tagged when its English text contains one of these phrases. Capital letters don't matter, except in abbreviations, which must match exactly. It is also tagged when the title of the agenda item or question it was part of contains one, as long as the contribution is at least 30 words long.
