Question
What operational objectives underpin the Welsh Government’s policy of seeking full devolution of rail infrastructure, what measurable passenger outcomes are those objectives intended to improve, and what evidence supports its position?
Answer
Answered by Deputy Minister for Transport (Mark Hooper)
The Welsh Government’s long-term ambition is the full devolution of rail infrastructure so that services, infrastructure, investment and accountability can be aligned more effectively in Wales and borders. The objective is to secure the levers needed to improve passenger outcomes through greater integration of track and train, and investment decisions that better reflect Welsh priorities.
The Core Valley Lines demonstrate the benefits that can be achieved when responsibility for infrastructure and operations is brought together. Through integrated planning and delivery, the programme has supported major network transformation, including new trains, increased service frequencies and the development of a metro-style network designed around passenger needs. This provides a positive example of how closer track and train integration can support a more reliable, attractive and passenger-focused railway.
Building on this experience, the Welsh Government has commissioned Transport for Wales to undertake detailed technical and operational work on further rail devolution. This work is assessing the evidence to identify the arrangements that would deliver the greatest benefits for passengers and the people of Wales.
