The framework is based on agreed national terms and conditions, with remuneration determined through established pay and governance mechanisms rather than individual performance incentives. Any move to introduce performance-related pay would require consideration of the existing contractual framework, potential contractual changes, and the implications for consistency, fairness and workforce relations across NHS Wales.
