Has every local authority now introduced a scheme for Flying Start stage 3 expansion for two-year old children and what is the status of each scheme?

Atebwyd gan Minister for Children and Social Care
All local authorities in Wales have now begun work on Phase 3 of the Flying Start expansion programme which is extending high quality, Government-funded Flying Start childcare to 2-year-olds across Wales.
I recently published a Written Statement setting out the progress we are making with the Flying Start expansion programme.
The progress that local authorities make towards reaching all 2-year-olds with Flying Start childcare will depend on a number of factors. These include the expansion plans that they have developed, their funding allocation, the numbers reached to date and takeup levels in both Phases 2 and 3. Welsh Government will monitor the expansion programme closely as Phase 3 continues to progress.
